The Navy's name for this volunteer effort was the Coastal Picket Patrol, and the Coast Guard called it for a time the Corsair Fleet -- a romantic monicker for a ragtag aggregation of small fishing vessels, coastal freighters, motorboats and sailing auxiliaries. The crews of the ocean racing yachts in this service called themselves the HOOLIGAN NAVY, and although the term would imply otherwise, they carried out their mission with skill and discipline
